Phone Paid Off but Still Locked? Here’s Why
On this page

Every carrier’s policy says a phone has to be paid off before it unlocks, so it is a surprise when the last payment clears and the phone still refuses the new SIM. The reason is almost always one of the other conditions on the same policy page. Here they are, carrier by carrier, with the checks to run before you call.

The usual reasons

Check these before you call

Five checks
  1. 1
The carrier’s status pageVerizon: the phone unlocks by itself when paid off (phones activated from January 27, 2026) — look at the device in your account. T-Mobile: Accounts → the line → Check device unlock status, or the T-Life app. AT&T: the device details show “Device unlocked” once it is.
  2. 2
The phone itselfiPhone: Settings → General → About → Carrier Lock; “No SIM restrictions” means unlocked. Samsung (September 2025 or newer): Settings → Connections → More connection settings → Network lock status. Our guide to what carrier is my phone locked to covers the rest.
  3. 3
A restart with the new SIMSome phones only pick up the unlock after a restart with the other SIM in. AT&T notes an iPhone 13 or earlier may need a factory reset to finish.
  4. 4
The payoff date and methodOn Verizon, count 35 days from a payoff made with a non-secure method. On T-Mobile, count two business days from eligibility.
  5. 5
The IMEIA phone bought secondhand can carry a report you don’t know about. Run an IMEI check.

If it is still locked

When every box is ticked and the carrier still says no, you can ask again with the dates in hand — or take the other route. Our carrier pages list the unlocks we offer for each network with live prices and delivery estimates: Verizon, T-Mobile and AT&T among them. Some accept only phones with nothing owed, which a paid-off phone is.
